Biography

Kathleen Foley joined Zimmer, Citron & Clarke as an associate in 2025. Before that, Kathleen worked at Munger, Tolles & Olson, where she focused on appeals and complex civil litigation, and at a Washington appellate litigation boutique firm, where she represented plaintiffs in high-stakes litigation in federal courts of appeals and the Supreme Court. She has experience in a wide range of practice areas, including administrative law, banking, antitrust, civil rights, immigration, and criminal law, and has litigated cases at all levels of federal and state court.

Before entering private practice, Kathleen served as a Supreme Court Fellow in the Administrative Office of the U.S. Courts. She also has contributed regularly to SCOTUSblog.
